Supporters of a proposed medical cannabis ballot initiative in Idaho report they have collected over 100,000 signatures and are making a last push to qualify the proposal for the November general election by the April 30 deadline.
Details of the Initiative
The Natural Medicine Alliance of Idaho aims to legalize medical cannabis as a treatment option for individuals suffering from debilitating medical conditions such as cancer, post-traumatic stress disorder, AIDS, epilepsy, Crohn’s disease, and Alzheimer’s disease. In Idaho, the terms cannabis and marijuana are often used interchangeably, and all forms of cannabis remain illegal, with neighboring states, excluding Wyoming, allowing either medical or recreational use.
Advocates argue that legalizing medical cannabis would provide alternative treatment options to opioids for those with serious health issues. Amanda Watson, a spokeswoman for the initiative, noted that many people are forced to travel out of state to obtain cannabis products for dignity in their healthcare. “This framework would allow for really strong regulation, restricted access,” Watson stated.
Opposition from State Legislators
Opposition is spearheaded by the Republican-controlled Idaho Legislature, which is advocating for a competing marijuana measure on the upcoming ballot while urging voters to reject the medical cannabis initiative. Legislators have raised concerns that the Idaho Medical Cannabis Act lacks adequate safeguards and could lead to widespread recreational use of marijuana.
Leadership Behind the Initiative
Rob Cronin, a businessman from Sun Valley with experience in the restaurant industry, serves as the chairperson and treasurer for the Natural Medicine Alliance PAC. His motivation stems from being a cancer survivor and his friendship with the late Dr. Dori Tunney, who experienced severe side effects from opioids during her glioblastoma treatment before finding relief with medical cannabis.
Tunney’s advocacy for medical cannabis legalization in Idaho began in 2022 and continued until her passing in 2024. Cronin himself experienced significant side effects from opioids after his surgery, prompting him to endorse cannabis as a preferable alternative.
Ballot Initiative Process
In Idaho, a ballot initiative allows voters to directly decide on proposed laws, particularly when the state legislature has not acted. Organizers must collect valid signatures from 6% of registered voters statewide, totaling 70,725, in addition to needing signatures from 6% of voters in at least 18 of Idaho’s 35 legislative districts by April 30.
Watson expressed cautious optimism, indicating they are collecting thousands of signatures daily. The alliance employs paid signature-gatherers in an effort to meet the requirements, incentivizing their work.
Legislative Concerns
If the medical cannabis act qualifies for the ballot, it will compete with a proposed amendment to the Idaho Constitution that would restrict marijuana legalization solely to legislative action. Legislators warn that legalization could lead to increased healthcare costs and associated challenges, citing issues observed in states where cannabis is already legal.
Proposed Regulations of the Act
Should the Idaho Medical Cannabis Act be approved by voters, individuals would be able to apply for a renewable medical cannabis card by providing medical documentation of qualifying conditions. The state would issue an initial set of production licenses to grow, produce, and distribute medical cannabis, with the possibility of additional licenses as population demands grow.
License holders would be allowed to operate multiple retail locations and distribution centers, with provisions for online ordering and delivery available to cardholders. However, public use and sharing of cannabis are prohibited under the act, and operating vehicles or machinery while under the influence remains illegal.
