Both endeavors operate without a predefined roadmap and demand patience, a clear mission, and an openness to making tough choices in real-time.

In just five years, the Commission has greatly enhanced access to medicinal cannabis and initiated the adult-use market, generating approximately $4 billion in sales. However, the measure of our success extends beyond mere pace; it fundamentally involves whether we have cultivated an industry rooted in equity, accountability, and genuine opportunity.

Equal Opportunity, Not Guaranteed Outcomes

From the outset, our guiding principles have informed every decision. Our mission has always been to guarantee equal opportunity, not equal outcomes. Prior to the Commission’s establishment, New Jersey’s cannabis licensing process forced applicants to compete for a limited number of permits, creating an environment of artificial scarcity. We chose a different path. Businesses often grapple with substantial financial burdens even before they open, facing high licensing fees, costly rent, and stringent contractual obligations. The resultant challenges are intensified by pre-existing systemic inequities. While it’s easy to point fingers at regulatory delays for business struggles, the more pressing hurdles are often structural, such as access to financing and the ability to scale operations.

Five years post-establishment, the Commission now oversees a diverse and growing industry that ensures medical access and consumer protections for the citizens of New Jersey.
