Biloxi CEO Plans Marijuana Grow Facility in Prentiss, MS, Aiming to Boost Local Economy

Tom Moore has been preparing for months to establish Mississippi Green Oil, a facility focused on manufacturing medical marijuana in Mississippi. Following the recent passage of Senate Bill 2095, which legalized medical marijuana, Governor Tate Reeves signed the bill into law earlier this week. Based in Biloxi, Moore Companies is among the first businesses in the state positioned to begin operations. With equipment ordered, Moore anticipates that Mississippi Green Oil will be ready to operate within a few months at a former tire warehouse in Prentiss, located two hours from the Coast.

“We should have this facility built out by May 1,” Moore stated, noting this timeline coincides with the award of the state’s first manufacturing licenses. In his discussions with local officials, including the mayor and economic development director, Moore confirmed that the community in Prentiss is welcoming of the venture, eager to revitalize the local economy and generate tax revenue through the anticipated 30 jobs the facility will create.

Business Impact and Local Opportunities

In addition to his work in the cannabis sector, Moore’s company is collaborating with the rock band KISS and other investors to reestablish a casino at the site of the former Margaritaville Casino in East Biloxi. This dual focus on cannabis and entertainment reflects a broader strategy to enhance economic growth in the region.

Cultivation and Production Methods

Under the new legislation, qualifying patients with a physician’s prescription can legally purchase approximately 3 ounces of medical marijuana each month. The law mandates that all cultivation occurs indoors under strictly regulated conditions. Moore emphasized that the growing, processing, and manufacturing will take place within a highly secured facility.

Winston Caesear will manage operations in Prentiss, employing advanced aquaponics systems that utilize fish waste to nourish the plants. With two decades of experience in horticulture, Caesear is optimistic about the facility’s success.

A clean room is also planned for converting processed marijuana into various consumer products, such as gummies and cookies. These products will be distributed to licensed dispensaries across the state through an innovative system designed to streamline inventory management and sales.

Moore has been laying the groundwork for Mississippi Green Oil since before the legalization of medical marijuana, positioning the company to capitalize on the anticipated growth in the state’s cannabis market.
