Teen cannabis use in Northern California surged following the legalization of adult recreational cannabis but experienced a decline during the COVID-19 pandemic, according to a recent study from Kaiser Permanente published in JAMA Network Open. This research provides insights relevant to states like Mississippi as they navigate their cannabis legislation and market developments.

Study Overview and Findings

The study analyzed data from 1.3 million well-child pediatric visits among Kaiser Permanente patients aged 13 to 17 between 2011 and 2024. During these visits, adolescents completed a confidential screening questionnaire addressing substance use. Notably, prior to legalization, cannabis use among teens had been consistently declining, from 10.4% reporting past-year use in 2011 to 6.8% in 2016, the year California voters approved recreational cannabis.

Post-legalization, cannabis use among teens increased, peaking at 9.5% in 2018 as retail sales were implemented. Researchers posit that this uptick may be tied to altered perceptions of cannabis as more socially acceptable and accessible, driven by factors such as availability, lower prices, and the popularity of flavored vaping products.

Impact of the COVID-19 Pandemic

Trends shifted significantly during the COVID-19 pandemic, when cannabis use among adolescents declined markedly, particularly between March 2020 and June 2021. This decline aligns with national data indicating reduced substance use among teens, likely due to diminished social interactions, greater parental supervision, and decreased access to substances.

The study also notes a continued slight decrease in cannabis use in the years following the pandemic, with rates dropping from 7.0% in 2021 to 6.5% in 2024. These findings highlight how broader societal influences affect adolescent behavior and could inform policies in states exploring cannabis legislation.

Broader Implications

Lead author Kelly Young-Wolff, PhD, MPH, emphasized that “changes in social norms and perceptions may play an important role in shaping teen behavior.” The study utilized an interrupted time series analysis, facilitating a thorough examination of how events like legalization and public health crises impact trends over time.

With the potential for new cannabis markets to emerge, such as in Mississippi, understanding these dynamics is crucial. Policymakers and industry stakeholders should consider how local cannabis regulations—spanning advertising, retail access, and education—might influence adolescent use.

The research was funded by the National Institute on Drug Abuse and included contributions from various experts in the field. As Mississippi continues to establish its cannabis framework, findings like these underline the importance of informed legislative decisions guided by robust research.
